(Real Estate Regulatory Authority) RERA Haryana 2025

Under the Real Estate (Regulation and Development) Act 2016, the Government of Haryana has established the Haryana Real Estate Regulatory, Panchkula (HRERA Panchkula) and the Haryana Real Estate Regulatory, Gurugram (HRERA Gurugram).

The regulatory authority has been set up of the regulation and promotion of the real estate sector in the state.

How to Register 

Below are the steps to register on the HRERA Punchkula website: 

Step1: Visit Rera Haryana(Punchkula) if you're registering from Punchkula

OR

Visit Rera Gurugram if you're registering from Gurugram.   

Visit rera Haryana website & click Registration

Step 2: Select from the drop-down menu 'Project Registration' & click on 'Signup to register a project".  

Step 3: Upon being redirected to a new page, you'll have to enter basic information of the project.  

Enter the details

Step 4: Save and continue after all the fields are filled with correct information.

Step 5: You'll be redirected to a new page 'Applicant Details'. 

Step 6: Select the icon applicant details and choose the appropriate type of the applicant and fill up all the required fields and then click on save and continue.  

Step 7: In the new page, fill up Form A, the requisite fee to be deposited as per the rules of RERA 

Step 8: After finishing the registration process, you may preview the filled-up form.  

Step 9: Once you've completed the final submission of the online form, the system will generate a temporary project ID, this has to be saved for future reference.  

Step 10: Once all the process of registration is complete, take four print outs of the form: three for submitting to the Authority and for his office's record.  

Step 11: Also, the below hard copy documents should be enclosed while submitting it with the Authority:

  1. Bank Draft/Bankers cheque of the registration fee. 
  2. Copy of license along with the schedule of land. 
  3. All renewal letters relating to the validation of license. 
  4. Ownership documents of the licensed area. 
  5. Copy of bilateral agreement executed with the DTCP at the time of grant of license. 
  6. Copy of LC-IV executed with the DTCP at the time of grant of license. 
  7. If the promoter is not a licensee, then: 

a) A copy of the registered collaboration agreement/joint development agreement along with gist. 

b) A copy of the registered irrevocable Power of Attorney. 

c) Approval of change in beneficial interest viz. changes in developer by the DTCP. 

  1. Documents relating to the entry of license and collaboration agreement in the revenue record. 
  2. In case of a plotted colony, then: 

a) The latest layout plan. 

b) Demarcation plan. 

c) Zoning plan. 

  1. In the case of group housing/ commercial sites, then: 

a) A copy of the approved Zoning Plan. 

b) A complete set of the last approved building plans. 

  1. Cash flow statement of the proposed project. 
  2. Certificate from a Chartered Accountant certifying that the information provided by the applicant in Form REP-I-C-X is correct as per the books of Accounts Balance Sheet of the applicant. 
  3. Non-default certificate from a Chartered Accountant. 
  4. Copy of the draft allotment letter. 
  5. Copy of the draft agreement. 
  6. List of important provisions of the draft agreement. 
  7. Certificate of Incorporation / MOA/ AOA of the developer (if it's a company). 
  8. Approvals - Water/ Environment/ AAI, etc. 
  9. Balance Sheet - last 3 yrs. of developer/ licensee. 
  10. Project report showing the estimated cost of the project. 
  11. Detail of the securities furnished to the banks/ financial institutions against the aforesaid loan. 
  12. Total liabilities against the project up-to-date. 
  13. Copy of the address proof, copy of Aadhar Card, Pan Card of partners/ Authorized representative, Chairman, Managing Director, 
  14. Director of the Company, Society, Trust, Authority as required. 
  15. Copy of CIN No. and Pan Card of the company. 

Step 12: A hard copy of all the required documents as per regulations and a physical copy of all the uploaded documents should put in a file by segregating them by different folders (A to H) as required by the regulations. 

Step 13: The entire document should page numbered and prepare a forwarding letter as shown in the Regulations. 

Step 14: Submit these documents of the online forms and one hard copy of all the documents with the Authority. 

Step 15: Upon submission of the above-said documents, a receipt will be generated, and the project will become live and further process will continue. 

Documents Required for Registration through RERA Haryana 

While registering a project as a promoter

  1. Copy of license along with the schedule of the land. 
  2. Service plans showing the services on the layout plan. 
  3. Documents relating to the entry of license and collaboration agreement in the revenue record. 
  4. In the case of a plotted colony, the latest layout plan. 
  5. Demarcation plan. 
  6. Zoning plan. 
  7. In the case of group housing/commercial sites, a copy of the approved zoning plan. 
  8. A complete set of the last approved building plans. 
  9. Cash flow statement of the proposed project. 
  10. Certificate from CA certifying that the information provided by the applicant in Form REP-I-CX is correct as per the books of Accounts/Balance Sheet of the applicant. 
  11. Non-default certificate from a CA. 

While registering as a real estate agent

  1. Brief details of your enterprise including its name, type of enterprise (society, proprietorship, partnership, company, etc.) and registered address. 
  2. Particulars of registration including the bye-laws, articles of association, memorandum of association, etc. 
  3. Name, address, photograph, contact details of the real estate agent (if it's an individual); in case of other entities, name, address, contact details and a photograph of partners, directors, etc. 
  4. Copy of PAN card of the real estate agent. 
  5. Copy of proof of address of the place of business.
