Important Changes in the January 2025 US Visa Bulletin for EB-2, EB-3, and EB-5 Applicants

The January 2025 US Visa Bulletin brings notable changes to the EB-2, EB-3, and EB-5 categories. In the EB-2 category for advanced degree professionals and those with exceptional abilities, priority dates have moved with China advancing by one month to 22 April 2020 and India shifting forward by two months to 1 October 2012. For all other countries, excluding China and India, dates have moved up by two weeks to 1 April 2023. In the EB-3 category for skilled workers, professionals, and other workers, India’s priority date has progressed by three weeks to 1 December 2012, while China sees an advancement of two months to 1 June 2020. Other countries in this category will experience a two-week shift to 1 December 2022. The EB-5 category remains unchanged with India’s priority date (1 January 2022) and China’s (15 July 2016) for Unreserved categories.

The set-aside categories, including Rural, High-Unemployment Area, and Infrastructure, continue to be current, although these could potentially face backlogs due to increased demand. The bulletin also points out a rise in I-526E petition approvals, particularly in the EB-5 set-aside categories, which could lead to delays for applicants from high-demand countries like India and China. Investors seeking an EB-5 visa are required to invest at least $800,000 in a US business that creates 10 jobs for American workers, with the option to invest either independently or through Regional Centers.

Visa wait times for U.S. Consulates in India reach record highs

The U.S. processed a record 1.4 million visas in 2023, reducing wait times by 75%. Yet, demand has surged again, causing renewed backlogs at major consulates. U.S. visa wait times remain a significant hurdle for Indian applicants, particularly for B1/B2 visitor visas. The U.S. Consulate in Kolkata currently has the longest delay, with a wait of 499 days, followed by Chennai at 486 days. Mumbai, Delhi, and Hyderabad are also facing lengthy waits, with processing times of 427, 432, and 435 days, respectively. Interview Waiver Visitor visas, however, are being processed much faster, with wait times averaging just 13–14 days across consulates.

U.S. Embassy and Consulates in India Processed 1.4 Million Visas in 2023

The U.S. Embassy and Consulates in India successfully processed a record-breaking 1.4 million U.S. visas in 2023, significantly reducing visitor visa appointment wait times by 75%, according to the U.S. government. Indians now comprise one-tenth of all U.S. visa applicants worldwide, reflecting a surge in demand across all visa categories, with a notable 60% increase compared to 2022. This surge in demand was managed through a three-month staffing surge in Mumbai, increased permanent staff levels, and the implementation of innovative technical solutions. 

Furthermore, process improvements and staffing investments have drastically reduced the appointment wait time for visitor visas from an average of 1,000 days to just 250 days nationwide, with minimal wait times observed in other visa categories. The rebound in visitor visas (B1/B2) is evident, with over 700,000 applications recorded, marking the second-highest number in the U.S. Mission's history. Regarding student visas, over 140,000 were issued in 2023, surpassing any other country globally for the third consecutive year. Mumbai, New Delhi, Hyderabad, and Chennai now rank as the top four student visa processing posts worldwide. As a result, Indian students now constitute the largest group of international graduate students in the U.S.
