  2. School leaving certificate/Secondary School leaving certificate/ Certificate of Recognized Boards from the school last attended by the applicant or any recognized educational institution.
  3. Affidavit sworn before a magistrate stating the date of birth by illiterate or semi-illiterate applicants.

4. Multiple copies of passport-size photographs with a white background.

5. Annexure E or Annexure F (if required depending on the case):

Annexure E: Applicants who cannot provide the required documents as proof of their birth date/place will have to submit this form.

Annexure F: Applicants who cannot provide any of the documents mentioned under the 'Proof of Address' section will have to submit this form.

6. Marriage Certificate: Required in the case of married applicants for specifying the spouse's name.

7. Non-ECR Category Proof:
For applicants falling under the Non-ECR (Emigration Check Required) category, documents such as Income Tax Assessment Order, Pay Slip in original, etc., are required. 

Eligibility Criteria for Passport Application in Delhi

The eligibility criteria to apply for a passport in Delhi are as follows:

  1. The applicant should be a citizen of India.
  2. The applicant should have no criminal record.
  3. The applicant should not have any pending passport applications or be issued a passport already.

How to Apply for a Passport Online in Delhi

Residents of Delhi can apply for a passport online by following the procedure mentioned below:

Step 1: Visit the Passport Seva website run by the Ministry of External Affairs and register on the site.

Step 2: Log in to the site and click on the 'Apply for Fresh Passport/Re-Issue of Passport' tab on the homepage.

Step 3: Complete the online form and submit it.

Step 4: After submitting the form, go to the 'View Saved/Submitted Applications' tab and select the 'Pay and Schedule Appointment' link.

Step 5: Make the processing fee payment (through internet banking/SBI challan/debit or credit card) and then choose an appointment date.

Step 6: Click on the 'Print Application Receipt' link after booking an appointment and print a copy of the receipt, which contains the application reference number.

Step 7: Visit the PSK/RPO on the appointed day and submit the documentation as well as the application receipt.

Step 8: On completion of the verification process, the passport can be collected in person.

Applying for a Passport through PSK/RPO in Delhi

To lessen the workload on the Regional Passport Offices (RPO), which usually issue and process passport applications, Passport Seva Kendras (PSK) were established to process passport applications and issue passports. Unless the application type is under the category that is processed by the RPO generally, applications cannot normally be submitted at RPOs.

The procedure for applying for a passport at a PSK is similar to the one mentioned above. However when visiting a PSK, a prior appointment is to be made to submit the documents and pay the fee.

Walk-in applicants will be considered only if they fall under the below categories:

  2. Senior citizens
  3. Tatkaal or urgent cases
  4. Handicapped applicants
