How to Fill Form 28?

Form 28 is divided into three parts. The first part consists of personal details and vehicle related statistics, the second part is about consent from financers (in case the vehicle is under lease, hypothecation, hire-purchase) and the third part consists of official NOC endorsement.

1. At the beginning of the form, on the top-left corner, you need to write the RTO address from where you wish to get NOC.
2. After this, write the Registering Authority's name where you want to transfer the vehicle.
3. Mention details like name and address of the person who wants to buy your vehicle in the next space.
4. In points 1 and 2, fill in your name, address, etc.
5. In points 3 and 4, fill in the registration number and vehicle class. In case you are not the vehicle's original owner, write the registering authority's name who had initially registered the vehicle.
6. In point 6, fill in the motor number or engine number, in case your vehicle is battery operated.
7. Write the chassis number along with its pencil in point 7.
8. In point 8, you need to mention the period of stay in the state from where you are seeking the NOC.
9. In point 9, you also need to declare the period for which you have paid the motor vehicle tax. Do mention if there is any pending tax while submitting the form.
10. In point 11, you need to mention if your vehicle got involved in any theft case. You also need to mention if there are any pending actions under section 53, 54 or 55 of the Motor Vehicles Act, 1988, in point 12.
11. In the case of commercial vehicles prohibited from goods transportation, it needs to be mentioned in point 13.
12. In point 14, you need to mention the full name and address of the financer.
13. After this, you need to sign the form or mark your thumb impression along with the date.
14. Below this, the financer clearly gives his consent/ non-consent for issue of NOC under section 48(3) of the Motor Vehicles Act 1988. In case the financer refuses to give NOC, he needs to state a reason for the same.
15. In the concluding part, the Registering authority either grants or refuses the NOC along with reason.
