If you wish to sell your vehicle, you need to get a 'No Objection Certificate' from the Regional Transport Office (RTO). It certifies that there is no pending challan, FIR or taxes against the vehicle. To get a 'No Objection Certificate' you need to submit Form 28 at the RTO.
Form 28 is divided into three parts. The first part consists of personal details and vehicle related statistics, the second part is about consent from financers (in case the vehicle is under lease, hypothecation, hire-purchase) and the third part consists of official NOC endorsement.
