Follow the procedure mentioned below to permanently register a two-wheeler in Andhra Pradesh -

  1. Submit an application to the registering authority within 7 days of purchase of the vehicle.
  1. Submit the following documents along with your application

o   Form 21

o   Roadworthiness certificate

o   Insurance document copy

o   PUC certificate

o   Address proof of the vehicle owner

o   Customs clearance certificate for imported bikes

  1. Pay the required fee.

  The Motor Vehicle Act of 1988 governs how the Andhra Pradesh Transport Department 8f functions. (Section 213). It guarantees adherence to the provisions of the Motor Vehicle Act of 1988 and the Andhra Pradesh Motor Vehicles Taxation Act, which govern transportation rules and regulatory framework.

The Department's main duties include tax and fee collection, issuing driving licenses, registration certificates, and certificates of fitness to transport vehicles, as well as enforcing the Motor Vehicles Act and the regulations established under it. Additionally, it carries out a variety of tasks like road safety work, vehicle pollution inspections, awareness campaigns, and ensuring that all people obey traffic laws.

As per the Motor Vehicles Act, no person can drive an unregistered vehicle in a public place. The same shall amount to a violation under the Act. It is also necessary to have valid two wheeler insurance to be able to ride a motorcycle in India.

AP Transport Temporary Vehicle Registration

Documents Required For Vehicle Registration In Andhra Pradesh

According to the Central Motor car Rules, 1989, an application in Form 20 must be submitted for temporary registration of the car. The Registration Authority or the dealer of the new car must receive the form with the designation "Temporary" attached. Unless it's a transport car, all the information on the form from numbers 23 to 32 must be correctly filled out.

Extension of Temporary Registration in AP

The validity of a temporary registration can be extended for which an application has to be made to the Registering authority. Below are the necessary documents to be submitted:

  • Sales certificate photocopy in Form 21
  • Photocopy of Road worthiness certificate in Form 22 from the manufacturer of the vehicle
  • Copy of Insurance document
  • Pollution Under Control (PUC) Certificate
  • Address proof (copy of Ration Card, Aadhaar Card, Electricity Bill, phone bill, etc.)
  • Design approval copy of STA for Semi Trailar or Trailar.
  • Original Sales Certificate copy from the Authorities in Form 21 if it is an Ex-Army Vehicle
  • Customs Clearance Certificate for Imported Vehicles
  • Fee payable for temporary registration of the vehicle or the extension will be Rs.15 (according to Rule 89 of APMV Rules)
  • Tax payment as per the APMVT Act

AP Transport Permanent Registration

An application for permanent registration must be made on Form 20 and submitted to the Registering Authority within 7 days from the date on which the delivery of the vehicle is made. The application should be made along with the documents mentioned below:

Issue of Duplicate Certificate of Registration

The application for the issue of duplicate registration certificate if the same is lost, misplaced or stolen can be made on Form 26. If the vehicle has been covered by a financer, the form should be attested by them as well. The duly filled form has to be submitted to the registering authority. Below are the required documents:

  1. Copy of police FIR
  2. Pollution Under Control (PUC) Certificate

Change of Residence

An application for change of residential address must be recorded with the RTO. The application for the same has to be made by vehicle owner in Form 33 along with the following documents:

  1. Registration Certificate
  2. Address Proof

Allotment of New Registration Mark in Case of Vehicle Transfer to Another State

According to Section 47 of the Motor Vehicles Act of 1988, if a vehicle has been moved to another state, the two wheeler may be reregistered in the new state. The NOC from the RTO that initially granted the registration must be submitted with the Form 27 application for re-allocation of the registration number.

For a maximum of 12 months, a two wheeler  may be driven without a valid registration in another state. The papers needed for the same are listed below:

  3. No Objection Certificate (NOC
  4. Insurance Certificate
  5. Pollution Under Control (PUC) Certificate
  6. Tax Payment

Issue of No Objection Certificate (NOC)

No Objection Certificate (NOC) can be obtained by making an application in Form 28 (3 copies) to the Registering Authority/RTO where the vehicle has been previously registered.

  • Is it mandatory to get a two-wheeler registered?

    Registering a two-wheeler in India is compulsory in India as per the provisions of the Motor Vehicles Act, 1988. The act prohibits the use of any unregistered motor vehicle in any public place in India. Violation of the rule is a punishable offence under the law.
